As a prerequisite for License Endorsement, you must hold a valid USRN License in another US state or territory.
Passing the NCLEX is not sufficient to work in the US as a USRN. You must also obtain a License, as it is illegal to work as a USRN without a License.
In states like California, if you do not have a social security number (SSN), you will not be granted a License.
As an international Nurse, how can you then endorse with only your NCLEX PASS. You cannot.
However, you must note that Endorsement is not the only way to obtain a USRN License. Endorsement means to transfer, so you can only transfer if you already have a VALID USRN License. (You cannot endorse an expired license. You would need to renew it first).
In this case, you need to obtain initial licensure. The method for people who have never held a USRN License before.
Once you have passed the NCLEX before, there is no need to take it again. You can initiate a score transfer from California (or any other states with SSN requirements), to the state in which you seek RN license. This is only one of many methods, depending on the states involved, there may be specific processes and requirements. The best resource would be the Board of Nursing website.
